Due to rising costs and environmental constraints, the decline in the competitiveness of China's textile industry has become an indisputable fact. China's textile industry has already reached a critical period of restructuring, industrial upgrading, and transformation of development methods. Xinjiang, as a large-scale production base for cotton in the west, has a high-quality cotton production base. Under the background of Xinjiang’s large-scale construction, opening up, and large-scale development, it has become a hot spot for the transfer of cotton spinning industry in the interior of China.
To this end, Du Yuzhou hopes to convene a forum in Shihezi, Xinjiang, to attract cotton spinning enterprises that have relatively mature textile economy to assist provinces and cities to learn more about Xinjiang, invest and build factories in Xinjiang, and increase knitting, weaving, clothing, home textiles, printing and dyeing, and industries. With the investment in textiles, a complete industrial chain in the textile industry is formed in Xinjiang. The relevant personnel of the Industrial Consumer Products Division of the Ministry of Industry and Information Technology have pointed out that the transfer of backward production capacity and excess production capacity in the process of industrial transfer should be based on the principles of inheriting from a high starting point and orderly undertaking, and ultimately achieving the purpose of optimizing the regional industrial structure.
