However, the shiny numbers do not cover the "shortcomings" of Shandong's garment industry.

According to Xia Zhilin, chairman of the Shandong Textile Industry Association, as a major province of textiles, the development of the garment industry in Shandong is lagging behind. No matter whether it is from the growth of the number of enterprises above designated size, or from the growth rate of profits, taxes, profits, and export earnings, it will lag behind textile enterprises.

Gu Qingliang, a professor at the School of Management of Donghua University, said that the apparel market needs to develop at both ends. Xia Zhilin stated that many apparel companies in Shandong are still satisfied with earning low processing fees. During the "Twelfth Five-Year Plan" period, China must revitalize domestic demand, which is worthy of consideration by Shandong garment enterprises. Xia Zhilin believes that Shandong garment enterprises should focus on branding, change the status quo of the less-known brands, and increase the profitability of unit price products.
